Joanna Kervin is a highly experienced and well-respected public-sector advisor and transit leader with over 20 years of experience guiding complex public infrastructure programs through all phases of planning, design, delivery, and operation. Her work spans transit program planning, business case development, major capital project delivery, organizational change, policy development, and stakeholder strategy. Joanna helps infrastructure clients bridge technical planning with the social, political, and organizational conditions that enable success. Her leadership and experience across large-scale urban programs contribute strategic insight, risk foresight, and relationship credibility to any project team. As AECOM's Vice President of Transit Major Projects in Canada and Global Transit Operations, she supports clients in navigating the complexities of capital project delivery, governance, operational readiness, and multi-stakeholder coordination. Her experience leading transformational initiatives at the Toronto Transit Commission (TTC) and City of Toronto uniquely equips her to advise on infrastructure projects that require effective processes to support timely decision- making, operational readiness, and service sustainability. Joanna provides advisory services to clients on the challenges of major transit project delivery, operations, and maintenance, as well as the operation of new transit services. She brings the owner, operator and builder perspective on large capital projects to prepare them for service delivery. She also brings in-depth knowledge of capital program delivery, real estate development, and public policy, providing strategic advice to support corporate decision-making. Joanna is recognized for her systems-thinking approach and ability to establish trusted relationships across various jurisdictions, transit agencies, political leadership, and communities.
